Innovations, opportunities, challenges and practices in land-titling: Learning from JAGA Mission Odisha

The Centre for Urban Policy and Governance (CUPG), Tata Institute of Social Sciences (TISS) Mumbai and Omidyar Network India are jointly organising a series to promote interdisciplinary dialogue focused on contemporary developments  in making land and housing more accessible and inclusive. The seminar series titled ‘Land Housing and Property Rights: Tracing Policy Shifts and Emerging Issues in India and the Global South’ aims to address themes related to land rights for marginalised communities, commodification of land, formal and informal land markets, and theorise social relations around land.

The second webinar in the series focuses on the implementation of the JAGA Mission which has granted in-situ, heritable and non transferable land titles to several slum households in Odisha. The discussion will explore the ground challenges and obstacles faced in the process of land titling, the technological and governance innovations undertaken to resolve the challenges, the implications of granting land titles, and how land titles make a difference to the urban poor. 

The webinar will be chaired by Prof. Bhuvaneshwari Raman (School of Government and Public Policy, O. P. Jindal Global University). The expert panel comprises: Mr. Antarin Chakrabarty (Senior Researcher and State Team Lead, JAGA Mission, Centre for Policy Research, Delhi); Mr. Anand Lakhan (Co-convener of the National Forum for Housing Rights, India); and Mr. Gobinda Dalai (Mentor and Co-founder, Yuva Vikas, Odisha).
